What is a Private Organization?

Per AFI 34-223 Section 1 - PO's are self-sustaining special interest groups, set up by people acting exclusively outside the scope of any official capacity as officers, employees, or agents of the Federal Government. They operate on the Air Force installation with the written consent of the installation commander.

How many fundraisers can we have?

Per AFI 34-223 10.9.1 - Approval is required for Private Orgs. or unofficial activities whether the fundraiser is conducted ON or OFF installation. "Occasional" is defined as not more than two per calendar quarter. Private Orgs are not allowed to advertise their fundraiser event before the request is approved.

*A P.O. may only have 2 fundraisers per quarter (on or off base) and they must be approved.

How soon should we start fundraising requests?

*Sending in fundraisers can take up to 30 days to route once I, the Private Org. Monitor, receives the request. You'll want to plan accordingly and give your PO some extra time to advertise for your fundraiser.

What does my flier have to look like so it won't be sent back?

Per AFI 34-223 10.1.2.3 PO's must prominently display the following disclaimer on all print and electronic media mentioning the PO's name confirming that the PO is not part of the DOD: "THIS IS A PRIVATE ORGANIZATION. IT IS NOT A PART OF THE DEPARTMENT OF DEFENSE OR ANY OF ITS COMPONENTS AND IT HAS NO GOVERNMENTAL STATUS."

* "THIS IS A PRIVATE ORGANIZATION. IT IS NOT A PART OF THE DEPARTMENT OF DEFENSE OR ANY OF ITS COMPONENTS AND IT HAS NO GOVERNMENTAL STATUS must be added to the flier. Why can't we fundraise during lunch?

Per AFI 34-223 10.16.4- Not to be conducted in the workplace. Also, AFI 34-223 10.16.5- Not to be conducted by military members or civilian employees during their duty time.

*Fundraising may not occur during one's duty day because it takes the focus away from the mission.

How do I get in touch with Visitors Center, Safety, 30 SFS, 30 CES, AAFES, or Public?

On the back of the fundraising request, there are all of the contact phone numbers.

If we don't charge people, then wouldn't that count as a donation?

If a member is active in participating in making a product or doing an activity/ service, then it would be considered a fundraiser.

What is the letter of understanding?

The letter of understanding is a form that states Members have been notified and understand the terms of their Constitution, By-laws, and liabilities. And that the members are personally liable for any and all issues that can or may arise. ALL Active members must sign this letter.

Can we be sued?

Per AFI 34-223 10.11 "PO's must have liability insurance unless the Installation Commander waives the requirement." PO members must be made aware that they are jointly and severally liable for the obligations of the PO, and their understanding of the liability must be documented. The absence of liability insurance places their personal assets immediately at risk in the event of PO liability.

How do we register for with the IRS?

Per AFI 34-223 10.13 PO's and unofficial activities must comply with all applicable federal, state, local, and foreign laws governing like civilian activities. Some PO's may qualify for tax-exempt status. It is the responsibility of the PO or unofficial activity to obtain proper tax-exempt information and forms through the regional Internal Revenue Service office and the state taxing authority.

*It is the PO's responsibility to look into and ask the IRS.

What do we need to update in our file quarterly? Annually?

*Please update your Minutes/Meeting notes quarterly or every time you have a meeting.

*Update your list of officers, Constitution and By-laws, Proposed Budget, Letter of Understanding, and Insurance/ Liability Waiver annually.
